A visegrádi (V4) országok kutatási alrendszerének szerkezete már 2000-ben is eltérő volt. Azóta jelentős változások történtek, de sem a kutatási alrendszer hasonló szerkezeti összetétele, sem a hasonló szerkezet felé való elmozdulás nem figyelhető meg. A tudomány-, technológia- és innovációpolitikai (TTI-politikai) döntési jogkörök megoszlottak a gazdaságért és a felsőoktatásért felelős minisztériumok között. A szervezetek közötti verseny új szakpolitikai ötletek megszületését is segítheti, de gyakoribb, hogy a rivalizálás akadályozza a hatásos szakpolitikai intézkedések kidolgozását és bevezetését. A TTI-politikai eszközök jelentős mértékű hasonlóságot mutatnak, ugyanis az innováció lineáris modellje logikáját követik. Hasznosabb lenne az innováció többcsatornás interaktív tanulási modelljét alkalmazni. A korszerű döntés-előkészítő módszereket (értékelés, technológiai hatáselemzés, előretekintés) szórványosan használják. Ezen változtatni kell, ha a közpénzek hatásos felhasználása, az innovációs és a gazdasági teljesítmény javítása a cél. Sok szerző a V4 országok – sőt, időnként a közép- és kelet-európai volt tervgazdaságok – hasonlóságát hangsúlyozza, azaz a korábbi „blokk szemlélet” továbbra is meghatározó erejű. A legfontosabb KFI és gazdasági mutatók azonban más képet rajzolnak ki. Magyar szempontból különösen nagy figyelmet követel a másik három ország jobb teljesítménye, ami a nemzetközi versenyképességi rangsorokban is tükröződik.

The structure of the research subsystem in the Visegrad (V4) countries was already rather diverse in 2000. Since then, significant changes have occurred, but there is neither a similar structural composition of the research subsystem nor a shift towards a similar structure. Decision-making powers in science, technology and innovation (STI) policies have been divided between the ministries responsible for the economy and higher education. Competition between these organisations can inspire new policy ideas, but more often rivalry hinders the development and implementation of effective policy measures. There is a significant degree of similarity across V4 countries' STI policy instruments, reflecting the logic of the linear model of innovation. It is suggested to follow the multi-channel interactive learning model of innovation. Modern decision-preparation methods (evaluation, technology assessment, foresight) are used sporadically. This needs to be changed if the aim is to use public money effectively and improve innovation and economic performance. Many authors emphasise the similarities between the V4 countries – sometimes even the former planned economies of CEE –, i.e., the former 'bloc approach' is still dominant. However, the key RTDI and economic indicators paint a different picture. From a Hungarian perspective, the better performance of the other three countries – also reflected in their ranking in international scoreboards – is particularly noteworthy.
