A kutatás a legújabb elméleti fejlemények és módszertani eszközök felhasználásával kívánja elemezni a nemzetközi mezőgazdasági külkereskedelem folyamatait. A kutatás elsősorban a Magyarország szempontjából alapvető fontosságú Európai Unió mezőgazdasági kereskedelmének vizsgálatára koncentrál. A tervezett kutatás négy jól körülhatárolható feladatból áll. Először, részletesen megvizsgáljuk a kormányzati beavatkozások hatását a nemzetközi agrárkereskedelemre. Mennyiben és hogyan térítik el az agrár- és kereskedelempolitikai eszközök a nemzetközi agrárkereskedelmet. Másodszor, arra a kérdésre keressük a választ a gravitációs modell alkalmazásával, hogy milyen tényezők határozzák meg a tagállamok Európai Unión kívüli országokkal folytatott kereskedelmében. Harmadszor, az ágazaton belüli kereskedelem természetét vizsgáljuk meg az Európai Unió országaira az élelmiszer termékek körében. Végezetül, az új kereskedelemelmélet azon hipotézisét teszteljük, hogy az export választéka és minősége hogyan befolyásolja az export teljesítményét az Európai Unió tagállamainak mezőgazdasági kereskedelmét.
Summary
The research analyses the international agricultural trade employing the new theoretical and empirical developments in international trade. Our research focus mainly on the agricultural trade of the European Union which is especially important from Hungarian point of view. The planned research contains four parts. First, we investigate the effects governmental intervention on the pattern of agricultural trade. In other words, how to distort the agricultural policy interventions and trade policy measures the international agri-food trade. Second, we analyse the bilateral trade flows and their explanatory factors among EU countries and outside of the EU using gravity model. Third, we concentrate on the intra-industry trade of the EU in agri-food products. Finally, we test the hypothesis of new trade theory on the importance of export variety and export quality in the explaining of EU agri-food trade.

A kutatás a nemzetközi kereskedelem régebbi és új elméleti és módszertani fejleményeit alkalmazta a nemzetközi agrárkereskedelem és ezen belül is nagy hangsúllyal a közép-kelet-európai országok az Európai Unióba irányuló agrárkülkereskedelmi integrációjára. A fontosabb eredmények a következők. A várakozásokkal szemben a közép-kelet-európai régió országai nem lettek jelentős agrárexportőrök. Az agrárkereskedelem specializációjában, az ágazaton belüli kereskedelem szerkezete, az ár és minőségi árversenyképesség jelentős szóródást mutat az egyes országok és termékcsoportok között. A különbségek jórészt visszavezethetők a relatív tényező ellátottságban megfigyelhető eltérésekre, illetve az egyes országok különböző kiinduló helyzetére. Eredményeink megerősítették az intézményi hasonlóság és az intézmények minőségének hatását a mezőgazdasági külkereskedelemre. Az intézményi hasonlóságnak pozitív és szignifikáns hatása a mezőgazdasági termékek, míg hasonló de kisebb mértékű hatása van az élelmiszerek külkereskedelmére. Továbbá az internet használat növekedése pozitíve befolyásolta az élelmiszerexport növekedését az OECD országokban, az internet növelte az információ ellátottságot és növelte a versenyt. Az új elméleti és módszertani eredmények alkalmazása sokat segíthet a mezőgazdasági külkereskedelmi folyamatok jobb megértésében.
Results in English
The research applied former and recent developments in empirical and theoretical international trade literature for the analysis of the international agricultural trade with special emphasis on the integration of the CEE countries into the European Union. The main results are following. Contrary to early expectations, countries in the region have not became major agri-food exporters. We can observe great diversity in trade specialisations, the patterns of intra-industry trade and price and quality competitiveness among countries and major product groups. These outcomes based mainly on the differences in relative factor endowments and different initial conditions of the countries. Results confirmed the separate effects for the institutional similarity and the institutional quality on trade patterns. The institutional similarity has positive and significant impact on trade in a similar institutional framework for agricultural, but less for food products. The number of Internet users has the significant positive impact on bilateral food industry exports level as well as on overall food industry trade for the sample of the OECD countries. The increase in the number of Internet users is likely to improve information and increase competition, reduces trade costs, and thus increases food industry exports. The recent theoretical and empirical developments in the international trade may help us to better understand the agri-food trade flows.
