A nemzetközi síkra kitekintő összehasonlító retrospektív vizsgálat korábban több közös vonással rendelkező országok régióit veti össze; az EU ütköző zónájában semleges országok (Finnország, Ausztria), vagy Kelet-Közép-Európa volt szocialista államainak kötelékéből szakadtak ki (Csehszlovákia, Magyarország). Ma azonban több különbség található köztük. Mind az öt ország és régiói az elmúlt évtizedekben jelentős változáson mentek át: változott környezetük, gazdaságuk, háromban a politikai rendszer is, négy pedig a gazdasági krízis miatt komoly foglalkoztatási gondokkal küzd.
A 90-es évek társadalmi kihívásaira eltérő formában reagáltak a vizsgált országok helyi szociális ellátó rendszerei is, ennek következtében a jelenlegi válságra is eltérő módon készültek fel.
Vizsgálatunk fő kérdése, hogy a korábbi döntések mennyiben segítik a jelen társadalmi gondjainak megoldását. Vannak-e jó megoldások, főleg olyanok, amelyek helyben keletkeztek?
A kutatást egy 1993-tól folyamatosan együtt dolgozó csapat kezdeményezi (LOSS Project), amely része egy kialakult módszertannal rendelkező, átfogó nemzetközi tudományos együttműködésnek. Ötvözi a helyi empíria és átfogó rendszerelméletek alkalmazását. A kutatás eredményét minden egyes tag közvetlenül hasznosítja országának felsőoktatásában.
A várható eredményeket oktatási anyagokban, két tanulmánykötetben, valamint lektorált szakcikkekben és az interneten kívánjuk közzétenni. A pályázott kutatás a magyarországi empirikus vizsgálatra szorítkozik.
Summary
The comparative, retrospective research, with an outlook to international fields, compares the regions of countries which used to have a lot of common features; neutral countries in the “bumper zone” of the EU (Finland, Austria), or former socialist countries of Central-Eastern Europe (Czech Republic, Hungary). By now they share fewer similarities. All five countries and their regions have gone through remarkable changes in the past few decades: their environment, their economies have changed, four of them have seen changes in the political system, and four countries are facing severe employment problems due to the economic crisis.
The local organisations of social services in these countries reacted to the challenges of the 1990s in different ways, therefore their preparation to the present crisis also varies.
The main question of our research is to what extent previous decisions help solving the social problems of our days. Are there good solutions, especially ones born locally?
The research has been initiated by a team that has been working together since 1993 (LOSS project), and which is part of an international research network. It combines the application of local empiria and international scientific system theories.
The results of the project will be utilised directly by each participant in their respective higher education.
The projected outcomes will be published in educational materials, two volumes of studies, in professional articles and on the Internet. The present project focuses on the empirical survey conducted in Hungary.

Feltételezzük, a válságban és háborúban született (traumák ellenszereként amerikai erőforrásból - Marshall-terv indított) új politikai rend legitimációját segítő európai jóléti rendszer, bár sikeresen meg tudata újítani a humán tőke termelését, s egy cikluson át képes volt a Schultz által jellemzett humán tőke többletét is biztosítani, de mind ezen előnyét az új globális világrendben lassan elveszítheti, amely most a 2008-as válsággal, a 1929-es Nagy Válsághoz hasonló fordulópontra jutott. Az új ciklus elején újabb erőforrásokra van szüksége, lényegében egy európai New Deal-re. Történelmi korszakokban a krízisek kitermelik a saját anomikus jelenségeiket. A válság önmagában kevésbé veszélyes, azonban kezelhetetlenné válhat, ha nem avatkozunk be időben, tudással és bátran. Az anómia veszélyesebb, mint maga a válság, ami teremti azt, mert hosszúideig hat, és képes meghatározni a jövő generáció kilátásait. Mindezeken túl ezen időszakban óriási a kísértés tricksterek lepik el a döntési pontokat ajánlva gyors és egyszerű megoldásokat a tömegek számára. Arisztotelész szerint a rossz megoldások lehetősége végetlen, ellenben a jó csak egy módon érhető el. A LOSS projekt erősít formálódni egy új szociálpolitikát, különösen a helyi közösségek szintjén ott ahol a hétköznapi emberek élnek, s ahol az új nemzedék megszülethet.
Results in English
It is supposed that although the European welfare system facilitiating the legitimacy of the new political order that was born in crisis and war (as the antidote of trauma the European Recovery Program, mainly from American resources was launched) could succesfully renew the production of the human capital. What’s more during one cycle it was able to provide the surplus of the human capital characterized by Shultz. However, it can slowly lose its advantage in the new global world order, which, with the 2008 crisis has reached a turning point similar to the Great Depression. At the beginning of the new cycle new resources, actually a European New Deal is needed. Over the course of history, every crisis can produce its own anomie. The crisis alone is not a danger for us; however, danger expands if we cannot handle it in time, with knowledge, and courage. Anomie is much more dangerous than crisis alone, because it is like radioactivity since its effects are not short. Effects of anomie can determine the future for the following generations. Moreover, during such periods, there is huge temptation than tricksters (populist political actors) inundate ‘decision points’ offering fast and simple solutions for the crowds. A good solution has only one way, however, ‘for what is bad is unlimited’ according to Aristotle. The LOSS project encourages forming a new social policy, especially at the local level for communities and for the ordinary people where a new generation could be born.
