Az Európai Unió az elmúlt húsz évben sikeresen terjesztette ki befolyását. Az EU gazdasági, politikai súlya, normatív rendszerének vonzereje és az Egyesült Államok vezető világpolitikai szerepvállalásában való osztozása alkották azt a fundamentumot, amelyen az Unió tágabb értelemben vett külpolitikai eszköztára – ide értve a bővítést és a szomszédsági kapcsolatrendszert is – a viszonylag magas számú regionális partnerrel való szoros együttműködést biztosította. Azonban az utóbbi néhány évben a változó nemzetközi rendszer, az európai versenyképeség gyengülése és kényszeres belső kompromisszumok sora megkérdőjelezték az Unió külkapcsolati hitelességébe, annak eszközrendszerébe vetett hitet.
Hogyan fogja az Unió változó globális szerepvállalása befolyásolni a “szélesebb Európában” meglévő kapcsolatait? Miként függnek össze a jelenlegi világpolitikai és –gazdasági trendek az EU bővítési és szomszédságpolitikájával? Mit lehet tenni a mostani integrációs lendület fenntartásáért? A kutatás során azonosítjuk és elemmezzük az új nemzetközi rendben az európai mozgástért érintő globális folyamatokat és – legfőképp – megvizsgáljuk azok lehetséges hatásait az Uniü szélesebb értelemben vett környezetére.
Summary
The European Union has succeeded to considerably expand its influence during the past 20 years. The EU’s normative pull, its stake in the benefits of US leadership and its economic and political weight formed the basis of numerous instruments for external action – ranging from enlargement to neighborhood – and of a close interaction with a high number of regional partners. In the past few years, however, the changing international order, the deterioration of European competitiveness and various internal compromises began to challenge the belief in the Union’s future capabilities to actively shape its environment.
How does the EU’s changing global role influence its relations with a “wider Europe”? What is the interaction between current world political/economic trends and EU enlargement/neighborhood policies? What can be done to preserve the existing integrationist momentum? The research will identify and analyze the key global trends influencing Europe’s role in the emerging world order, provide an overview of prospective EU responses to these challenges and – most centrally - explore the potential effects of these on the Union’s broad neighborhood.

A kutatás három és fél éve alatt széles spektrumon mozgó területeken elemeztük az Európai Unió külpolitikán keresztüli válaszadását az azt érő globális kihívásokra, a gazdasági válságtól egy feltörekvő Oroszországig. A projekt során sikeresen tudtuk tartani az eredetileg felvázolt kutatási keretet, az elkészült tanulmányokat pedig két angol nyelvű tanulmánykötetben foglaltuk össze, melyeket a CEU Press kiadóval közösen adtunk ki 2014-ben. A két kötet szenior és junior kutatók bevonásával tárgyalja az EU külpolitikáját makro- és szakpolitikai nézőpontból, zsem előtt tartva a kihívás-válaszadás dichotómiát. Az elkészült tanulmányok mind magas színvonalú, elméleti-empirikus munkák melyek a szakpolitikai relevancia jegyében reflektálnak az elmúlt közel négy év dinamikusan változó világpolitikai eseményeire. Úgy véljük mindkét kötet magas relevanciával bírhat mind a téma iránt érdeklődő diákok, mind a szakértők számára.
Az elkészült tanulmányok mellett a projekt eredményesen osztotta meg a kutatás eredményeit konferenciákon, könyvbemutatókon, műhelyvitákon és az Intézet honlapján keresztül. További eredménynek tekintjük, hogy a projekt fiatal kutatók bevonásával működött, így sikerült egy magyarországi szakértői csoportot létrehoznunk angolul kutatni képes pályakezdő akadémikusokból.

During the three and a half years of the project participants analyzed, from a foreign policy perspective, various aspects of the European Union's responses to global challenges, ranging from the financial crisis to an emergent Russia. Under the project we successfully implemented the original research framework, and summarized our findings in the form of two English language edited volumes, both published with CEU Press in 2014. These two books, as cooperative ventures of both senior and junior scholars, assess European foreign policy from a macro- and sectoral perspective, keeping in mind the challenge-response dichotomy we envisioned in the research design. These volumes represent high level empirical and theoretical research that reflects upon the dynamically changing international environment of the past four years in polcy-relevant terms. We believe that the published volumes hold relevance both for interested students and general audiences, as well as experts and policy-makers.
Apart from the two books, the project also successfully promoted its findings at interantional conferecnes, book presentations, workshops, and on the Center's homepage. As an additional achievement of the project, we would also like to mention that research was conducted with the involvement of young scholars, enabling the establishment of a Hungarian network of early carreer scholars working on European Studies.
