A projekt célja az, hogy megbecsüljük az olyan háztartások munkakínálatát melyeknek rokkant vagy tartós beteg tagja is van. A megváltozott munkaképességű emberek foglalkoztatása nemrég vált az európai munkaügyi stratégia egyik prioritásává; Magyarország is több szakpolitikai intézkedést hozott (illetve tervez hozni), melyek ebbe az irányba mutatnak: egyrészről megnövelte az ilyen dolgozókat a szabott kvóta erejéig nem alkalmazó munkaadókra kivetett, ún rehabilitációs hozzájárulást, másrészről bevezette a három évig folyósítandó rehabilitációs járadékot, amely csak a helyi munkaügyi központtal való együttműködés esetén jár. Az ezekből fakadó ösztönzési hatásoktól azonban csak a rehabilitációs szolgáltatások kínálatának kiszélesítésével együtt várhatnánk sikert, ez utóbbi azonban ezidáig korlátozott maradt.
Az említett intézkedéseket nem előzte meg ex ante hatástanulmány és nem működik olyan monitoring sem, ami az ex post értékelést lehetővé tenné. Mindeközben a rehabilitációs szolgáltatások alulfejlett voltát sokan azzal magyarázzák, hogy azok igen költségesek, anélkül, hogy figyelembe vennék milyen egyéni és társadalmi haszonnal jár a megváltozott munkaképességű személynek, vagy hozzátartozójának újbóli munkába állása. A javasolt kutatás éppen ennek a hosszú távú haszonnak a megbecslését célozza.
Eredményeink más elöregedő társadalmak döntéshozóinak figyelmét is felkelthetik, és a kutatásnak bőven nyílik tér, mert e területen az eddigi empirikus eredmények igen limitáltak.
Summary
The project aims to estimate the labour supply of households with a disabled member using labour force survey data. The employment of disabled workers has recently emerged as one of the priority issues in European employment strategy, and Hungary has also introduced various policy measures in the area. Recent measures include a five-fold increase of the non-compliance tax for employers failing to have 5% of disabled workers, and the new, three-year rehabilitation allowance which requires claimants to register with the local job centre. These incentives should be supported by a substantial increase in the range and scope of rehabilitation services to facilitate the re-employment of disabled workers, but these have remained limited up to now.
None of the recent government measures have been supported by ex ante impact analysis and there is no monitoring system in place that would support ex post evaluation. At the same time, the underdevelopment of rehabilitation services is often explained by their extraordinary costs. This reasoning however neglects the potential long term gains in the employment and earnings of both the disabled individual and of the members of their households. The proposed research is meant to contribute to policy making in the area by assessing these long term gains.
Existing empirical work on the issue is relatively scarce and results may also be of interest to other developed countries with an ageing population.

A kutatásban a megváltozott munkaképesség közvetett munkapiaci hatásait becsültük meg a KSH Munkaerő-felmérés (MEF) segítségével. A szakirodalom alapján a nem megfigyelhető heterogenitás és endogenitás jelentős lehet: a kutatásban a MEF sajátosságait használtuk ki a lehetséges torzítás kezelésére. Elsőként az 50-61 éves házaspárok foglalkoztatottságát vizsgáltuk. A becslés során azokat a párokat, ahol az egyik tag megváltozott munkaképességű olyan párokkal vetettük össze, melyek egyik tagja hasonló, de kevésbé súlyos egészségi problémával küzd. Eredményeink alapján a saját megváltozott munkaképesség hozzávetőleg 30 %ponttal csökkenti a foglalkoztatottság esélyét, míg a házastársé kis mértékben befolyásolja a munkapiaci státuszt, a hatás előjele pedig attól függ, él-e más munkaképes korú egyén a háztartásban. Ezután azokra a nőkre fókuszáltunk, akik 4-9 év közötti tartósan beteg gyermeket nevelnek. A becslésben propensity score matching-et és inverz valószínűségi súlyokkal kombinált regressziós módszereket alkalmaztunk. Mivel a gyermekek egészségi állapotát nem tudjuk megfigyelni, a beteg gyermeket nevelő családokat a GYES hozzáférés alapján azonosítottuk. Az eredmények alapján a tartósan beteg gyermek után GYES-re jogosult anyák nagyjából 40 %ponttal kisebb eséllyel dolgoznak, mint az egészséges gyermeket nevelők. Végül az alacsonyabb foglalkoztatottságból eredő költségvetési terheket becsültük meg: az ennek betudható adó- és járulékkiesés mértéke 347-368 000 Ft/fő/év.
Results in English
This research aimed to estimate the secondary labour market effects of disability using the Hungarian Labour Force Survey (HLFS). The existing empirical literature suggests that unobserved heterogeneity and endogeneity is relatively large: we exploit certain features of the HLFS to mitigate these sources of bias. First we focused on the impact of work impairment on the employment status of older couples (age 50-61), using the HLFS of 2011. Our estimation strategy relied on comparing couples with a disabled member with peers where a person suffers from similar long-term illness, but is not work impaired. Results indicate that own disability reduces the probability of employment by around 30 % points, while spousal disability has a very small effect on employment. The sign of the effect depends on the presence of other working age persons in the household. Second, we focused on mothers with a disabled child aged 4-9 years. We used propensity score matching and regression methods combined with inverse probability weighting. As we do not observe child health, we identify children with a disability by the receipt of maternity benefit or child care allowance. Results suggest that receipt of extended child care allowance for long-term ill children reduces maternal employment probability by about 40 % points. Last, we consider costs to the public budget. In our estimate, the potential budgetary revenue loss from taxes due to the lower employment is around 347-368000 HUF/person/year.
