A tervezett kutatás politikai és kormányzati dokumentumok másodelemzése, médiaelemzés és oktatáspolitika-formálókkal és az oktatásirányításban dolgozó vezetőkkel készített kutatási interjúk segítségével arra keres választ, hogy mennyire esnek egybe a 2011 utáni hazai közoktatási centralizáció deklarált és valós céljai, illetve hogy vannak-e arra utaló jelek, hogy a deklarált célok megvalósítása helyett a változások mögött valójában implicit vagy rejtett célok húzódtak meg. A célok azonosítása után intézményi és telephelyi szintű finanszírozási adatok és egyes, az oktatás minőségét befolyásoló ún. input-adatok alapján matematikai-statisztikai eszközök alkalmazásával (többek között egyenlőtlenségi és koncentráció mutatók segítségével, stb.) megvizsgáljuk, hogy a a 2011 utáni időszak erőteljes központosító törekvései a közoktatásban sikeresek voltak-e deklarált egyenlősítő céljaik megvalósításában az oktatási ráfordítások és a kimenetek terén. Amennyiben sikeresek voltak, kizárja-e ez, hogy más rejtett céljaik is voltak? Ha deklarált céljaik tekintetében esetleg nem lettek volna sikeresek, mennyiben következtethetünk ebből és a tényleges finanszírozási folyamatokat és a tanulói teljesítményeket jellemző adatok elemzéséből más, rejtett (implicit) célok jelenlétére, mennyiben tudjuk azonosítani az ilyen esetleges rejtett célokat? Az esetleges rejtett célok azonosítása után mind az explicit, mind pedig az implicit célok sikerességének adatokon alapuló vizsgálata alapján értékeljük az oktatásirányítás és finanszírozás lezajlott központosítását.

Mi a kutatás alapkérdése?
Ebben a részben írja le röviden, hogy mi a kutatás segítségével megválaszolni kívánt probléma, mi a kutatás kiinduló hipotézise, milyen kérdéseket válaszolnak meg a kísérletek.

A kutatás során a 2011 után kezdődő magyarországi közoktatási centralizáció okait, indokait és az e mögött meghúzódó deklarált és tényleges kormányzati szándékokat, oktatáspolitikai célokat keressük. Megvizsgáljuk a nemzetközi irodalom alapján, mennyire alkalmas eszköz lehet a centralizáció a kitűzött célok elérésére. Kiinduló hipotézisünk szerint a tágabb kormányzati centralizációs törekvések sorába illeszkedő közoktatási központosítás mögött az explicit (nyilvánosan felvállalt és kommunikált) és a rejtett, implicit oktatáspolitikai célok sajátos keveréke húzódik meg. A rejtett célok létét és mibenlétét közvetett úton, oktatás-gazdaságtani megfontolások és a kitűzött célok megvalósulásának vizsgálatán keresztül kívánjuk igazolni, feltéve, hogy amennyiben az intézkedések nem érik el deklarált céljukat, akkor esetleg valójában más célt szolgálhattak. Széleskörű intézményi és telephelyi szintű finanszírozási és input-adatok felhasználásával és matematikai-statisztikai módszerekkel történő elemzésével vizsgáljuk majd, sikeresek voltak-e a centralizációs kormányzati lépések a főbb explicit, illetve a feltételezhető mögöttes, implicit kormányzati célok elérésében olyan területeken mint pl. az egyes intézményekben az egy tanulóra jutó közoktatási kiadások és tanári bérkiadások indokolatlan (az önkormányzatok eltérő anyagi lehetőségeiből fakadó) különbségeinek csökkentése, illetve az intézmények közti tanulói teljesítménykülönbségek csökkentése.

Mi a kutatás jelentősége?
Röviden írja le, milyen új perspektívát nyitnak az alapkutatásban az elért eredmények, milyen társadalmi hasznosíthatóságnak teremtik meg a tudományos alapját. Mutassa be, hogy a megpályázott kutatási területen lévő hazai és a nemzetközi versenytársaihoz képest melyek az egyediségei és erősségei a pályázatának!

Bár a centralizált közoktatási rendszerű országok között vannak oktatási szempontból kimondottan sikeresnek, jól teljesítőnek mondható országok is (főleg Ázsiában találhatunk ilyeneket), az irodalom előzetes elemzése alapján kimondhatjuk, hogy az általános tendencia korántsem a centralizáció irányába mutat. Ellenkezőleg, még a centralizált oktatási rendszerű, jól teljesítő országok közül is mind többen a decentralizáció irányába mozdulnak el. Épp ezért a magyar oktatási centralizáció deklarált céljainak megvalósulásában mérhető sikeressége vagy esetleges kudarca nemzetközileg is érdekes kutatási kérdés lehet. Tekintetbe véve, hogy alighanem a kormányzat is tudatában volt, hogy centralizációs törekvései nem igazán illeszkednek a nemzetközi trend fő vonalába, és hogy az oktatás-gazdaságtani irodalom is meglehetősen szkeptikus az input-alapú oktatáspolitikák igazolhatóságát, sikerének lehetőségeit illetően, felvethető, hogy amennyiben az oktatásirányítás és a finanszírozás központosítása nem lenne igazán sikeres (feltehetően az intézmények közt mutatkozó indokolatlan finanszírozási, input-ellátottsági és tanulói teljesítménykülönbségek csökkentésére irányuló) deklarált céljainak teljesítésében, az arra utalhat, hogy a centralizáció mögött valójában rejtett kormányzati célok húzódhatnak meg. A központosítás tényleges hatásainak vizsgálata segíthet azonosítanunk a központosítás mögött meghúzódó esetleges rejtett célokat. Ezen túlmenően a célok megvalósulásának vizsgálata és elemzése elengedhetetlen kiindulópont az esetlegesen szükséges további oktatásirányítási és finanszírozási reformok sikeréhez. A kutatás interdiszciplináris megközelítése, a kvalitatív és kvantitatív kutatási eszközök egyidejű alkalmazása és a hazai oktatáspolitikai irányváltás atipikus volta egyaránt hozzájárulnak a kutatás egyediségéhez és ahhoz is, hogy eredményeink iránt nemzetközi érdeklődés is legyen.

A kutatás összefoglalója, célkitűzései laikusok számára
Ebben a fejezetben írja le a kutatás fő célkitűzéseit alapműveltséggel rendelkező laikusok számára. Ez az összefoglaló a döntéshozók, a média, illetve az érdeklődők tájékoztatása szempontjából különösen fontos az NKFI Hivatal számára.

2013-ban elindult egy erős közoktatási centralizáció megvalósítása Magyarországon. Ennek céljai, indítékai és indoklása nem voltak teljesen világosak. Általában az oktatásfinanszírozás és a tanulói eredmények igazságtalan különbségeinek és egyenlőtlenségének csökkentését tekintik a változtatások fő céljának. Interjúk és dokumentumok, továbbá az iskolai inputokra, a finanszírozásra és a tanulói teljesítményekre (kompetenciamérési eredményekre) vonatkozó elérhető adatok alapján kutatásunk kvalitatív és kvantitatív kutatási módszerek kombinált felhasználásával vizsgálja a centralizációs folyamat tényleges céljait és indítékait valamint tényleges hatásait az iskolafinanszírozás és a tanulói kimenetek egyenlőtlenségére. A projekt eredményei alapján lehetőség nyílik a centralizáció által elért változások értékelésére.

Summary of the research and its aims for experts
Describe the major aims of the research for experts.

Based on (1) a secondary analysis of existing policy declarations and documents, (2) analysis of media coverage and (3) research interviews with education policy-makers and people in education administration, the project intends to investigate the extent to which the declared and actual goals behind the centralisation coincide. It also seeks answers to the question whether there are signs indicating the existence of implicit goals or a hidden agenda. We are going to investigate whether the strong centralisation endeavours of education policy were successful in obtaining their declared goals (centred mostly around the reduction of unfair differences in public funding, teacher wages and student outcomes according to our preliminary hypotheses), To answer these questions we are going to analyse available school and location level data regarding funding and school inputs using econometric methods and indices of inequality and concentration. If the centralisation was successful in achieving its explicit objectives, does this preclude the existence of hidden goals? If it failed, does this fact together with a thorough analysis of data on funding, inputs and student performance allow us to substantiate the existence of underlying implicit goals or a hidden agenda? If yes, how can these goals be identified? After the identification of the explicit and implicit goals we will investigate the success or failure of the government in achieving its various goals with a data-based approach relying on data on school inputs, funding and student performance. We will explore the actual impacts of the centralisation process on the inequality of school funding and student outcomes.

What is the major research question?
Describe here briefly the problem to be solved by the research, the starting hypothesis, and the questions addressed by the experiments.

We will try to find the reasons and motives behind the post-2011 centralisation of public education in Hungary and the underlying intentions, education and public policy objectives (both the expressed and the true ones). We are going to review the international literature on centralisation and decentralisation in education to find out whether centralisation can be a suitable means to achieve the goals the government had in mind. Our hypothesis is that there was a mixture of explicit (expressed and communicated to the public) and implicit or hidden goals behind the centralisation of education that can also be seen as part of a bigger governmental centralisation agenda. The existence and nature of hidden goals can be substantiated and identified through the analysis of some relevant findings of the economics of education and the investigation of the success or failure of the explicitly expressed objectives. We consider it an indication of a chance to find some circumstantial evidence on the existence of a hidden agenda if the centralisation measures are found unsuitable and fail to bring about some of the desired explicit goals. By using mathematical statistical methods in the analysis of school level and location level education and school funding data, we are going to investigate the success or failure of the centralisation in achieving its possible explicit and implicit goals in certain areas like the reduction of unfair differences in per student expenditures or teacher wages or student outcomes across schools, that were mostly caused by the differences in fiscal and financial capacity of local governments.

What is the significance of the research?
Describe the new perspectives opened by the results achieved, including the scientific basics of potential societal applications. Please describe the unique strengths of your proposal in comparison to your domestic and international competitors in the given field.

Although there are countries with high educational standards and a centralised public education system (especially in Asia), the preliminary overview of international literature does not suggest the existence of a general trend towards centralisation in education as a recipe for success for well performing countries. On the contrary: more and more countries with a previously centralised and successful education system move towards decentralisation. It is exactly this circumstance that makes the success or failure of the centralisation of Hungarian public education in achieving its explicit goals an interesting research topic internationally. Considering that the government was probably aware that its inclination for centralisation is not in harmony with the mainstream international trend and that the economics of education seems rather sceptical regarding the justification or the success rate of input-based education policies, one cannot help thinking that if the centralisation of school governance and funding were not successful is achieving its declared goals (possibly the reduction of unjustified differences across schools in funding, inputs and student performance), this can indicate the existence of some underlying or hidden goals behind the centralisation. The investigation of the actual impacts of centralisation may help us in the identification of possible hidden or implicit objectives behind it. The investigation and the analysis of the fulfilment of the objectives behind the centralisation may serve as a necessary starting point for the success of further funding and governance reforms. The interdisciplinary approach of our project, the parallel use of qualitative and quantitative methods and the atypical nature of the domestic education policy reorientation all contribute to the uniqueness of the research and the international interest in its results.

In 2013 began the implementation of a strong centralisation process in public education in Hungary. The objectives, motives and justification of this centralisation were not made completely clear. Nevertheless, the reduction of unfair differences and inequalities in school finance and student outcomes was commonly seen as its main objective. Using available data on school inputs, school finance and student performance (competence test results), our research project wants to clarify the actual goals and motives as well as the actual impacts of this centralisation process on the inequality of school funding and student outcomes, combining quantitative and qualitative research methods, including research interviews and the secondary analysis of legal documents and media coverage. Based on the project's results one will be able to evaluate the changes achieved by the centralisation.

2013-ban az iskolák irányítása és finanszírozása az önkormányzatoktól egy általánosabb trend részeként egy központi állami ügynökséghez került. Ez nyilvánvaló elmozdulás a kormányzati ellenőrzés növelése, a központi költségvetési támogatásokra épülő finanszírozás és a központosított szolgáltatásnyújtás felé. Bár másutt is vannak centralizált rendszerek, ezekben általában erős decentralizációs trend figyelhető meg, mint azt a svéd példa is illusztrálja (Semjén, 2019). A magyar reform deklarált fő célja az önkormányzatok közti oktatási egyenlőtlenség csökkentése volt. A központosítás az egy tanulóra jutó kiadások egyenlőtlenségét valóban csökkenteni tudta (Semjén et al., 2018). Emellett azonban a reform utáni első két évben a fajlagos kiadások is jelentősen csökkentek. Hosszabb időszak adatai és egy matematikai modell segítségével Hermann és Semjén (2021) megvizsgálta, hogy a reformnak volt-e kiegyenlítő hatása az oktatási erőforrások és a tanulói teljesítmények vonatkozásában. Eredményeink a fajlagos oktatási ráfordítások jelentős kiegyenlítődését mutatták: 2013 előtt a gazdagabb önkormányzatok fajlagosan jóval többet költöttek oktatásra a szegényeknél, a reform után viszont szinte eltűnt ez a különbség. Ugyanakkor az oktatási erőforrások települések közti kiegyenlítődése nem gyakorolt szignifikáns hatást a tanulói teljesítmények egyenlőtlenségére, ami arra utal, hogy a reform gyakorlatilag nem csökkentette az eltérő jövedelmű települések iskolái közti minőségi különbségeket

In 2013 the responsibility for school governance and funding has been transferred from local governments to a central agency; this suited a general trend towards centralization in Hungary. This constitutes an apparent move towards increased government control, government funding based on central budgetary allocations, and centralised public provision. Though there are centralised education systems elsewhere, there is a marked trend towards de-centralisation in such systems: an interesting example of this is Sweden (Semjén, 2019). The key objective of the Hungarian reform was to mitigate interjurisdictional inequalities in education. As Semjen et al., 2018 shows, the centralization was actually capable of diminishing the inequality of per-student spending. However, in the first two refom years there was a drastic temporary fall in resources spent on basic education. Using a longer data set and a mathematical model Hermann and Semjén, 2021 investigate whether the reform had an equalizing effect on education resources and student achievement. The results reveal a substantial equalization of resources: before the reform rich municipalities had spent significantly more on education than poor ones, while after the reform no significant difference in spending could be detected. Their paper also shows that the equalization of resources had no significant effect on inequalities in student achievement, suggesting that inequalities in school quality were hardly affected by the reform.
