A projekt keretében látogatni tervezett nemzetközi tudományos/innovációs rendezvény bemutatása és a tervezett részvétel ismertetése Mutassa be a nemzetközi rendezvény jellegét, célját, szervezőit és jelentőségét a nemzetközi tudományos életben. Ismertesse a részvétel célját (pl. előadás, poszter, egyéb aktivitás), a rendezvényen való részvétel várható hatását és jelentőségét a saját kutatói karrier építésében. A Politics & International Affairs Unit of Athens Institute for Education and Research által évente megrendezésre kerülő nemzetközi konferencia célja és sajátossága, hogy az ókori görög szimpózium hagyományát kívánja feleleveníteni, azaz a kutatási témák szűkebb körű, de ebből kifolyólag közvetlenebb és mélyebb megvitatására, valamint kapcsolatépítésre nyújtson lehetőséget a politikatudomány és a nemzetközi tanulmányok művelői számára. A nemzetközi konferenciák létszámánál kisebb fórum egyúttal azt is jelenti, hogy a magasabb színvonalú absztraktok és előadások kiválasztásra törekszik a szakmai döntőbizottság. A konferencián elhangzott hozzászólások segítenék a kutatót a kutatási téma új aspektusainak további vizsgálatában, valamint a kutatás eredményeinek megerősítésében vagy éppen a kritikai megjegyzések fényében pontosításában. A konferencián való részvétel esetlegesen kutatási együttműködés kialakításában is segítené a kutatót. A ’Narratives of Conceptualization of the Rule of Law in the European Union’ munkacímű előadás egy, az elmúlt években központi jelentőségű témát, a jogállamiság fogalma értelmezésének kérdését igyekszik feldolgozni, az Európai Bíróság, az Európai Bizottság és a tagállamok jogállamiság koncepcióinak összehasonlító elemzése révén. A kutató számára a tudományos előmeneteléhez – amelynek következő mérföldköve a habilitáció – elengedhetetlen a nemzetközi konferenciákon való részvétel, és a kutatási eredmények minél szélesebb körben való ismertetése. A konferenciához több szintű publikációs lehetőség is társul egy absztraktkötet, egy konferenciakötet, valamint a válogatott tanulmányok az ATINER’s Academic Online Journals valamelyikében való megjelenése révén.

Presentation of the international scientific/innovation event to be visited in the project and description of the proposed participation Present the type, purpose, organizers, and significance of the international event in the scientific community. Present the purpose of the participation (e.g., paper, poster, other activity), the expected impact of the participation in the event and its significance in building your own research career. The aim and specificity of the annual international conference, organized by the Politics & International Affairs Unit of the Athens Institute for Education and Research, is to revive the tradition of the ancient Greek symposium, ie. to discuss research topics more narrowly but therefore more directly and to provide networking opportunities for practitioners of political science and international studies. A forum smaller than the number of international conferences also means that the professional arbitration committee strives to select higher quality abstracts and papers. The remarks made at the conference would help the researcher to further explore new aspects of the research topic and to confirm or refine the results of the research in the light of critical remarks. Participation in the conference would also help the researcher to establish research collaboration. The presentation ‘Narratives of Conceptualization of the Rule of Law in the European Union’ seeks to address a central topic of the recent years, namely the question of the interpretation of the rule of law, through a comparative analysis of the concepts of the rule of law by the European Court of Justice, the European Commission and Member States. Participation in international conferences and the widest possible dissemination of research results are essential for the researcher's scientific advancement, the next milestone of which is habilitation. The conference will be accompanied by multi-level publication opportunities through an abstract volume, a conference volume, and a selection of studies through the publication of one of ATINER’s Academic Online Journals.

A konferencián „Narratives of Conceptualization of the Rule of Law in the European Union” címmel tartottam előadást, amelyben a jogállamiság fogalma és tartalma körüli vitát, valamint azt vizsgáltam, hogy az uniós jogban hogyan és milyen tartalommal történt a jogállamiság fogalmának meghatározása.
A kutatás eredményeképpen megállapítást nyert, hogy az EU elsődleges joganyagában számos közvetlen, valamint közvetett utalás található a jogállamiságra, anélkül azonban, hogy átfogó és egységes definíciót találnák a fogalomra. A másodlagos jogforrások közül számos (az EU külső tevékenységéhez kapcsolódó pénzügyi eszközökről szóló rendeletek, az együttműködési és ellenőrzési mechanizmusról szóló bizottsági határozatok, valamint a 2020 decemberében elfogadott ún. kondicionalitási rendelet) meghatározza a jogállamiság fogalmába tartozó elemeket, úgy mint a legalitás, jogbiztonság, a végrehajtó hatalom önkényes gyakorlásának tilalma, hatékony jogvédelem, hatalmi ágak elválasztása, a törvény előtti egyenlőség és a diszkrimináció tilalma. A kutatás és a prezentáció kitér az EU Bíróságának jogértelmező tevékenységére, valamint azokra a soft law dokumentumokra, amelyek a jogállamiság fogalmának magyarázatát szolgálják.
A konferencia nagyszerű lehetőséget jelentett a téma nemzetközi közegben való megvitatására, a hozzászólások és kérdések pedig a téma további kutatására ösztönöznek, amelynek eredményeit várhatóan publikáció formájában is közlöm.
Results in English
At the conference, I gave a presentation under the title "Narratives of Conceptualization of the Rule of Law in the European Union", in which I discussed the debate around the concept and content of the rule of law, as well as examined how in EU law and with what content the concept was defined.
As a result of the research, it was found that there are many direct and indirect references to the rule of law in the primary legislation of the EU, but without finding a comprehensive and single definition of the concept. Many of the secondary legal sources (regulations on financial instruments related to the EU's external activities, Commission decisions on the cooperation and verification mechanism, and the so-called conditionality regulation adopted in December 2020) define the elements belonging to the concept of the rule of law, such as legality, legal certainty, prohibition of arbitrary exercise of executive power, effective legal protection, separation of powers, equality before the law and prohibition of discrimination. The research and presentation cover the legal interpretation activities of the EU Court of Justice, as well as the soft law documents that serve to explain the concept of the rule of law.
The conference was a great opportunity to discuss the topic in an international environment, and the comments and questions encourage further research on the topic, the results of which I expect to announce in the form of a publication.
