Számos kutatás foglalkozott a Közép-kelet európai országok mezőgazdaságainak az átalakulásával, ezek a kutatások elsősorban az átmeneti időszakban vizsgálták a földreformot, a gazdaságok átalakulását, az árak illetve a kereskedelem liberalizálását. A mezőgazdasági átalakulás makroökonómiai aspektusaival azonban a kutatások nem foglalkoztak. A nemzetközi agrár közgazdasági irodalom azonban már a nyolcvanas évek második felében felismerte a makroökonómiai tényezők fontosságát, a mezőgazdasági árak meghatározásában. Az utóbbi években a kutatók ismét felfigyeltek a monetáris változók mezőgazdaságra gyakorolt hatása elemzésének a fontosságára, és új, kointegrációt valamint Vektor Hiba Korrekciós (VECM) modelleket is magába foglaló ökonometriai módszerekkel kutatják a témát. A korábbi empirikus tanulmányokat főleg az Egyesült Államos mezőgazdaságára végezték, ezek eredménye pedig azt mutatja, hogy a makroökonómiai mutatók bármely változása hatással van a mezőgazdasági árakra, farm bevételekre valamint a mezőgazdasági exportokra. Logikusnak tűnik tehát, hogy az Egyesült Államokénál kevésbé stabil makroökonómiai környezettel rendelkező országokban, az imént említett hatás nagyobb mértékű. A jelen kutatási javaslat célja, hogy kointegrációs és VECM módszerekkel elemezze, majd összehasonlítsa a magyar, cseh, szlovén, szlovák valamint lengyel mezőgazdasági árak rövid távú túlszaladásának a hipotézisét. Az empirikus kutatás kitér a hosszú távú pénzsemlegesség hipotézis vizsgálatára is. Ez kifejezetten fontos az átmeneti gazdaságokban, hiszen az átmeneti időszakban az ipari árak változékonysága lényegesen kisebb volt a mezőgazdasági árak változékonyságánál. A mezőgazdasági árak túlszaladásának a hipotézise legalábbis részlegesen megmagyarázhatja a megfigyelt mezőgazdasági ár változékonyságot. A kutatási téma fontosságát megerősíti, hogy az átmeneti országok agrárpolitikáinak a hiteltelensége miatt, a monetáris politika rövid illetve hosszú távú hatása lényegesen fontosabb az átmeneti időszak gazdálkodói számára, hiszen a farm bevételek nagyobb mértékben függtek a piaci áraktól.
Summary
The research on the agricultural transformation in Central an Eastern-European Countries has focused on various aspects of transition, including land reform, farm restructuring, price and trade liberalisation etc. However, until now macroeconomic aspects of agricultural transition were neglected. The agricultural economics literature has emphasised the importance of macroeconomics and financial factors in the determination of agricultural prices already in the second half of eighties. Recently there has been renewed interest in the analysis of impact of monetary variables for agricultural prices, employing cointegration and Vector Error Correction framework. Previous empirical research based on mainly U.S. agriculture suggests that any changes in macroeconomic variables should have an impact on agricultural prices, farm incomes and agricultural exports. Therefore, it is reasonable assume that for a transition country characterised by less stable macroeconomic environment these effects are more profound. The purpose of this research is to examine than compare the short-run overshooting of agricultural prices in Hungary, Czech Republic, Slovenia, Slovakia and Poland, using cointegration and VEC framework. The empirical results have also implications for long-run money neutrality. This issue is important in transition countries, because price variability was much less for industrial prices then for agricultural prices during the transition period. Overshooting of agricultural prices can at least partially explain the observed agricultural-price variability. The short- and long-run impacts of monetary policy have been very important for the transition economies’ agricultural sector due to lack of credibility of farm policy, where farm incomes are much more influenced by market prices.

Három poszt-szocialista ország (Magyarország, Lengyelország és Szlovénia) példáján keresztül tanulmányoztuk a pénzsemlegesség valamint a mezőgazdasági árak, ipari valamint szolgáltatások árához viszonyított túlszaladását. A részben közös gazdasági és politikai múlt mellett, a tanulmányozott országok úgy méretükben, mint az agrárszektor nemzetgazdaságban betöltött szerepében, valamint az átmeneti (tranziciós) időszakban bejárt fejlődési pályájukban is lényegesen különböznek egymástól. Ennek ellenére, a kutatás során arra a megállapításra jutottunk, hogy a három vizsgált országban a rugalmas nemzetgazdasági ágazatok (mezőgazdaság valamint szolgáltatások) hasonló módon reagálnak a makrógazdasági környezetből érkező kihívásokra. Eredményeink azt mutatják, hogy a mezőgazdasági szektor árai gyorsabban igazodnak a makrogazdasági környezet, konkrétabban a pénzkínálat változásához mint az ipar árindexei, rövid távon befolyásolva a relatív árakat, ellenben a szigorú értelemben vett hosszú távú pénzsemlegesség hipotézist elvetettük. Így, monetáris sokk esetében a rugalmas árazású ágazatok kénytelenek a kiigazítás terheit viselni, ami az árakon majd bevételeken keresztül nagymértékben befolyásolhatja a gazdálkodók pénzügyi életképességét.
Results in English
Three post-communist countries (Hungary, Poland and Slovenia) were the subjects of the empirical research focusing on money neutrality and overshooting hypotheses. The latter states that should an unexpected exogenous macroeconomic shock hit the system, on short-run, prices of 'flexible' sectors (agriculture and services) overshoot their long-run equilibrium path with respect to the 'sticky' sector (industry) prices. Although sharing a common economic and political past, he analyzed countries are rather different with respect to the size of their economy, and also, when the importance of the agricultural sector within the national economy is considered. Despite these differences, the research concludes, that the response of flexible sectors (agriculture and services) of Hungary Poland and Slovenia to an exogenous macroeconomic shock is very similar. Our results emphasize, that agricultural prices do react faster to changes in money supply than industrial prices, thus shifting on short-run relative prices, however, the strict money neutrality hypothesis does not hold. The main implication is that in case of monetary shocks, the sectors associated with flexible changes will have to bear the burden of adjustment vis-à-vis the sectors with sticky changes. These macroeconomic effects are reflected in the agricultural sector by reducing the financial viability of the farmers during the transformation period.
