A Nemzeti Transzferszámlák (NTA) módszere a Nemzeti Számlák (NA) rendszerének ötletéből ered, neve is innen származik. Míg azonban a Nemzeti Számlák a nemzeti jövedelmet az állam, a háztartások és a vállalatok közötti áramlásokként írják le, az NTA egy olyan komplex statisztikai eljárás, amelynek során a nemzeti jövedelmet az együtt élő generációk között osztjuk fel. Munkajövedelme az aktív korban lévő kohorszoknak van, ennek egy része azonban különféle csatornákon keresztül az inaktív kohorszok fogyasztását is finanszírozza.
A rendszer tartalmaz egy jövedelemáramlási és egy vagyonszámlát, valamint egy kiegészítő vagyon- újraértékelési számlát. A kutatás jelenlegi fázisában nem használjuk az egész rendszert, csupán a jövedelemáramlási számlát készítjük el.
A jövedelemáramlási számla magja a munkajövedelmek és a fogyasztás korprofilja. Az előbbi az évfolyamonkénti átlagos munkajövedelmet tartalmazza (beleértve a munkára eső adókat, így a munkáltató által fizetett járulékot is, tehát a teljes munkaköltséget); az utóbbi a fogyasztás átlagértékeit adja meg, ugyancsak korévenként. Ezt egészíti ki további, kb. 60 korprofil, például a különböző jövedelemtranszferek és vagyonalapú jövedelmek korprofiljai, amelyek megadják, miként lesz a munkajövedelem-profilból fogyasztás-profil.
Az ekképp kiszámolt korprofilokat négy különböző elemzésben használjuk fel: 1. A háztartás és a háztartáson kívüli életpálya-finanszírozási intézmények vizsgálatában. 2. A transzferáramlási rendszerek összehasonlító vizsgálatában az egyes európai intézménytípusok (nordikus, kontinentális, mediterrán, kelet-európai). 3. A fenntarthatóság és generációk közötti újraelosztás új statisztikai mutatóinak kifejlesztésében. 4. Az életpálya-finanszírozási rendszer idősorainak vizsgálatában.
Summary
The method of the National Transfers Accounts (NTA) derives from the National Accounts (NA) as reflected in its name. Where National Accounts describe flows of components of the national income among government, households and the corporate sector, NTA applies a complex procedure splitting national income among overlapping generations. Labour income (compensation of employees, in terms of the NA) is earned by active cohorts but through various channels this finances the consumption of inactive cohorts, such as children and the elderly as well.
The system includes a flow account and a wealth account as well as a supplementary revaluation account. In the current phase of the project we do not use the full system but the flow account.
The core of the flow account is the age profiles of labour income and consumption. The former covers average labour income of every year-group (including taxes on labour such as the payroll tax paid by the employer, that is, the full labour cost); the latter covers net consumption by the average member of each year-group. These age-profiles are completed by about 60 further age-profiles of various transfers and asset-based revenues that assure the transformation of the labour income profile to the consumption profile.
Once complete we employ these profiles in four separate analyses: 1. Life-cycle financing in and outside of the household. 2. Comparative analysis of the resource reallocation systems by types of welfare regime (Nordic, Continental, Mediterranean, East-European). 3. Development of a new set of statistical indicators measuring sustainability and redistribution across generations. 4. Analysis of time-series of life-cycle financing.

A nemzetközi kooperációban lezajlott EuroNTA kutatás arra vállalkozott, hogy az új elszámolási rendszer, a Nemzeti Transzferszámlák módszerére építve új társadalmi indikátor-rendszert dolgozzon ki, összehasonlító intézményi illetve idősoros elemzéseket végezzen a generációk közötti erőforrás-áramlás területén és módszertani fejlesztéseket hajtson végre.
A kutatási terv négy területen fogalmazott meg kutatási feladatokat:
- módszertan (adó- és transzferincidencia; a háztartás-gazdaság bevonása a kalkulációba, kísérleti számítások)
- összehasonlító NTA-elemzés (adatbázis építés, korprofil készítés, életpályák felrajzolása és összehasonlítása)
- statisztikai indikátorok kiszámítása, újraelosztási és fenntarthatósági következmények számszerűsítése
- idősorok készítése és elemzése.
E munka során a kutatásban részt vevő magyar csoport eddig három műhelytanulmányt, két könyvfejezetet és két peer reviewed folyóiratcikket és egy egyéb publikációt készített (közülük két műhelytanulmány, egy könyvfejezet és egy folyóiratcikk már megjelent, a többi megjelenés alatt áll).
A nemzetközi NTA-közösségen belül magyar kutató vezeti a Transfer Account Indicators munkacsoportot és a magyar kutatócsoport volt az egyik legelső (a világon a második-harmadik, Európában az első), amely az NTA-elemzést ki tudta terjeszteni a háztartásgazdaságra.

The international EuroNTA project aimed at developing a new set of social indicators, making cross-country and time series analyses of the institutional structures of interage reallocation mechanisms as well as undertaking methodological developments in the field of the new accounting standard, National Transfer Accounts (NTA).
The research plan specified four areas of research:
- Methodology (incidence of taxes and transfers; inclusion of the household economy, experimental calculations)
- Comparative analysis of NTAs (building a comparative database; drawing and comparing age profiles and birth-cohort specific life-paths)
- New set of statistical indicators, quantification of inter-cohort redistribution and sustainability
- Creation and analysis of time-series
The Hungarian team has prepared three working papers, two book chapters and two papers in a peer reviewed journals and another publication so far (of which two working papers, one book chapter and one journal article have been published the rest have been accepted for publication).
Within the international NTA research community a Hungarian researcher leads the Transfer Account Indicators working group. The Hungarian team was one of the first (second-third globally, first in Europe) to extend the NTA analysis to the household economy.
