Az euró-zóna jövője, valamint a kelet-közép-európai országok integrációja szempontjából egyaránt meghatározó kérdéskör, hogy az új tagállamok mikor és milyen feltételek mellett tudják bevezetni a közös európai valutát. A csatlakozási szerződés aláírásával az új tagállamok vállalták az euró-bevezetését, aminek feltétele a maastrichti kritériumok teljesítése. Az új tagállamoknak mozgásteret biztosít jogi státuszuk arra nézve, hogy milyen céldátumot fogalmaznak meg a GMU-csatlakozás tekintetében. A még nem csatlakozott kelet-közép-európai tagállamok – közöttük Magyarország – esetében az időzítés és az ahhoz elvezető konvergencia pályát a világgazdasági válság bizonytalanná tette. A kutatás során azt vizsgáljuk, mennyiben változtatta meg a kelet-közép-európai tagállamok gazdasági feltételrendszerét a pénzügyi és gazdasági válság. Az eurozóna belső problémái és a görög adósságproblémák milyen üzenetet hordoznak a térség országai számára. Mennyiben változtak meg a belépésre váró tagállamok konvergencia-lehetőségei, hogyan alakult gazdasági teljesítményük és milyenek kilátásaik. A térség más országainak stratégiája milyen üzenetet hordoz Magyarország számára. A dolgozat komparatív módszerrel hasonlítja össze az alkalmazott monetáris és fiskális politikai eszközöket. A kutatás újszerűségét annak válság-orientált fókuszáltsága adja, egyben és ezáltal folytatását jelenti a kutatásvezető doktori kutatásának. A kutatás nemcsak az azóta bekövetkezett új eseményekkel egészül ki, de beveszi az elemzendő országok közé Romániát és Bulgáriát.
Summary
It has been a most relevant issue both with regard to the future of the eurozone and further integration of the Central and Eastern European member states, when and upon what conditions could the new member states adopt the common European currency. By signing the accession treaty they are under the legal obligation to introduce the euro as soon as they fulfill the necessary convergence set by the Maastricht criteria. Their legal status of „member state with derogation” gives some leeway in setting the target date. For those CEE member states that have not yet adopted euro – among others Hungary – the financial and economic crisis made the conditions for setting the time and the path even more difficult. The research shall examine the changes that have taken place in the wake of the crisis in the macro-economic conditions of euro adoption. It examines what messages should be read from the inner problems of the eurozone, and the Greek debt problems. It shall analyse the changes that have taken place in the convergence-prospects of the NMSs. The research focuses on what Hungary can learn from the strategies applied by other CEE countries. The research also investigates with comparative tools the monetary and fiscal tools applied. Focusing on the impact of the crisis makes the research relevant and up-to-date, thereby providing for a continuation to the doctoral research of the author. The research shall be complemented not only by the latest economic developments but with Romania and Bulgaria, which have not been dealt with in the PhD thesis.
