A Budapesti Corvinus Egyetem Szociológia és Szociálpolitika Intézetében működő Empirikus Társadalomkutató Központ (ETK) 2006. és 2009. között részt vett az Európai Bizottság 6-os keretprogramja által támogatott “InTune” (Integrated and United? A Quest for Citizenship in an Ever Closer Europe) kutatási projektben.
A jelenlegi projekt a fent említett kutatásra épül és az európai identitással, a kormányzás hatókörével és a képviselettel kapcsolatos attitűdöket vizsgálja az elitek és az általános közvélemény körében. Az előző kutatásra alapozva lehetőségünk van arra, hogy figyelembe vegyük a gazdasági válság hatását, amikor az attitűdváltozásokat vizsgáljuk és az EU különböző tagállamait (a kutatás korábbi és jelenlegi résztvevőinek országait) hasonlítjuk össze.
Az országok, a különböző időszakok és a társadalom különböző szegmensei közötti összehasonlításon túl a kutatás további célja, hogy néhány elméleti érvet próbának vessen alá. Vázlatosan ezek a következők: a) utilitarista megközelítések - az anyagi előnyökkel vagy az EU intézmények hatékonyságával összefüggésben; b) a kognitív mobilizáció fokával összefüggő érvek; c) az egyének kollektív identitásának összetételével összefüggő érvek; és c) az ideológia szerepére vonatkozó érvek.
Továbbá, a projekt hozzá kíván járulni az “elnyomott véleményeltérés” hipotézissel kapcsolatos vitához, amely az elitek és a közvélemény egymáshoz való viszonyára fókuszál. És végül, vizsgáljuk az elitek és az állampolgárok preferenciái közötti viszonyt valamint az EU általános legitimációját illető általános következtetéseket is.

Mi a kutatás alapkérdése?
Ebben a részben írja le röviden, hogy mi a kutatás segítségével megválaszolni kívánt probléma, mi a kutatás kiinduló hipotézise, milyen kérdéseket válaszolnak meg a kísérletek.

A cél, az európai állampolgárság felépítésének hátterében álló tényezők feltárása a közvélemény és az elitek európai integrációs folyamattal kapcsolatos attitűdjeinek tanulmányozásán keresztül néhány európai országban, figyelembe véve a válság hatását is.
A projekt fő célja, hogy megvilágítsa azt, hogy az európai integrációs folyamat hogyan hat az állampolgárság fő dimenzióira: az identitásra, a képviseletre és a kormányzás hatókörére, hatékonyságára és minőségére.
A témával kapcsolatos főbb elméleti vitákat (utilitarista, kognitív mobilizációs kapacitások, identitás alapú, ideológia alapú megközelítések) és a jelenlegi gazdasági válságot is figyelembe véve több kérdés merül fel, amely az európai integrációs folyamattal és az EU működésével kapcsolatos attitűdökkel függ össze.
Milyen hatás gyakorol a válság ezekre az attitűdökre?
Miben mutatkoznak meg ezek a hatások az “európaiság” fent említett három dimenziójában?
Milyen mértékben függnek össze ezek a hatások a három dimenzióban?
Hogyan különböznek ezek a tendenciák a különböző EU országokban attól függően, hogy mennyire érintette őket a válság?
Az elitek attitűdjeinek változása követi-e közvélemény körében megfigyelhető változásokat?
És végül, vizsgáljuk az elitek és az állampolgárok preferenciái közötti viszonyt valamint az EU általános legitimációját illető általános következtetéseket is.

Mi a kutatás jelentősége?
Röviden írja le, milyen új perspektívát nyitnak az alapkutatásban az elért eredmények, milyen társadalmi hasznosíthatóságnak teremtik meg a tudományos alapját. Mutassa be, hogy a megpályázott kutatási területen lévő hazai és a nemzetközi versenytársaihoz képest melyek az egyediségei és erősségei a pályázatának!

Az európai országokat 2008-tól érintő globális gazdasági válságnak fontos következményei voltak és lehetnek az európai integrációs folyamatra nézve. Azokban az országokban, amelyeket a válság jobban érintett, a monetáris politikai felelősség átruházása az EU-s intézményekre ezeket az országokat függővé tette – különböző módon és időpontokban – az EU-tól jövő segítségtől a helyzettel való küzdelmük során. Ez a segítség azonban a megszorító intézkedések hazai hatóságok általi bevezetésétől függött. Az EU általános támogatottságának csökkenésével együtt, ezekben az országokban az állampolgárok úgy érzik, hogy az EU intézmények nem reagálnak az ő szükségleteikre, és, hogy a polgárok olyan intézmények és hatóságok diktátumainak vannak alávetve, amelyek felett semmilyen kontrolljuk nincs.
A nemzeti szinten, ezekben az országokban tanúi voltunk a pártok hitelvesztésének, a politikai elhidegülésnek az állampolgárok körében, továbbá a rendszerellenes alternatívák megjelenésének és a jelenlegi politikai intézmények legitimációs veszteségének.
Kiindulva abból a központi szerepből, amelyet a nemzeti elitek játszottak az európai integráció folyamatában – és amely szerepet a jelenlegi válság megerősített - a kutatás célja annak a hatásnak a vizsgálata, amelyet a jelenlegi helyet gyakorol a haza elitek percepciójára és attitűdjeire.
Az európai integrációs folyamattal kapcsolatos magyar közvéleményt vizsgáló tanulmányok szerint a csatlakozással kapcsolatosan nagy volt a várakozás, azóta azonban az EU pragmatikus értékelése jelentősen csökkent és néhány éve már Magyarországot az egyik leginkább euroszkeptikus országként tartják számon. Bár, ugyanakkor ez az ország az, ahol az emberek a legnagyobb arányban érzik magukat Európához tartozónak. A jelentős különbség az odatartozás érzés és az ország EU tagságának értékelése között egyedülálló az európai országok között.
A projekt az európai integrációs folyamat megértéséhez, esetleges újratervezéséhez és fenntartásához nyújt háttér-tudást, ahhoz, hogy megértsük, hogyan formálódik ez a nemzeti – köztük a magyar – elitek által.

Summary
Summary of the research and its aims for experts
Describe the major aims of the research for experts.

The Centre for Empirical Social Research (CESR) at the Institute of Sociology and Social Policy of the Corvinus University of Budapest participated in the “IntUne” FP 6 international research project between 2006 and 2009. The current project is conceived on the bases of this previous one and investigates attitudes toward European identity, scope of governance and representation among elites and the general public. Building on the previous research provides the opportunity to take into account the effect of the economic crisis when addressing changes in attitudes and to make comparisons between different member states of the EU (former and current participants of the research).
Besides the comparison over time and countries and between different segments of society the research aims to test several theoretical arguments. Schematically, these are a) utilitarian accounts regarding material benefits or the efficacy of EU institutions; b) arguments related to the degree of cognitive mobilization; c) arguments based on the configuration of the collective identity of individuals; and d) those focusing on the role of ideology. In addition, a key question the project would also contribute to clarify is related to the central theoretical debate about the ‘constraining dissensus’ hypothesis focusing on how elites and public opinions are interrelated. Finally, it should be necessary to look at the relationship between elites’ and citizens’ preferences and the general consequences for the overall legitimacy of the EU project.

What is the major research question?

The aim is to unravel the factors behind the construction of a European citizenship through studying the attitudes of the publics and elites towards the European integration process in several European countries taking into account the effect of the crisis.

The main objective of the project is to shed light on how the European integration process affects the three main dimensions of citizenship: identity, representation, and the scope-efficacy-quality of governance. Taking into account the main theoretical arguments on the topic (utilitarian, cognitive mobilization capacities, identity-based, ideology-based approaches) there are several questions related to the description of the attitudes toward the European integration process and the functioning of the EU in light of the current economic crisis:

What are the effects of the crisis on these attitudes?
How do they manifest along the three dimensions of ‘Europeanness’ mentioned above?
To what extent these effects are interrelated along the different dimensions?
How these tendencies vary across countries of the EU depending on their involvement in the crisis?
Do the changes of elites’ attitudes follow the changes observed in the public?

Finally, it should be necessary to look at the relationship between elites’ and citizens’ preferences, how the “constraining dissensus” debate applies after the economic crisis and the general consequences of the changes for the overall legitimacy of the EU project.

What is the significance of the research?

The global economic crisis affecting countries of the European Union since 2008 has had, and possibly would have important consequences for the process of European integration. In those countries more affected by the crisis the transfer of monetary policy responsibilities to the EU institutions has made these states to depend – in different modalities and moments – on the assistance from the EU to cope with the situation. This assistance, however, has been conditional on the implementation of austerity measures by domestic authorities. Together with a general decrease of the support for the EU, in these countries, citizens feel that the EU institutions not only do not respond to their needs, but they are also governed by the dictates of political authorities and institutions over which they can exercise no control. At the national level we have witnessed in those countries a discredit of mainstream parties, political disaffection among citizens, the rise of anti-systemic alternatives, and a loss of legitimacy of current political institutions. Starting from the central role played by national elites in the process of European integration – a role which the present crisis has come to confirm – the research aims to study the impact that the current situation may have on the perceptions and attitudes of domestic elites.
Studies on Hungarian public opinion about the European integration process show that there were great expectations towards the accession; since then, however, pragmatic evaluation of the EU has decreased significantly, and for a few years now Hungary can be classified as being one of countries with the most ‘Euro-sceptic’ attitudes. However, it is also the country with the highest share of people that have a sense of belonging to Europe. The significant difference between the sense of belonging and the evaluation of the country’s EU membership may be considered to be unique for EU countries.
The project provides the background knowledge to understand and to the eventual redesign and maintenance of the European integration process, and how it is shaped by national elites – the Hungarian being one of them.

Az OTKA támogatással szervezett „Economic crisis and the changing EU-perception of the European elites” című projekt 2014. április 1 és 2017. december 31 zajlott, ennek keretében survey vizsgálatot végeztünk a parlamenti, gazdasági, média és adminisztratív elit, valamint a felnőtt népesség körében. A parlamenti elitre vonatkozó adatok összevethetők más európai országok adataival, valamint 2007-es és 2009-es korábbi vizsgálatok eredményeivel. Ezek révén azt tudjuk vizsgálni, hogy milyen hatással volt a válság az elit és a közvélemény attitűdjére. Megállapítottuk, hogy a válság előtt az európai integráció népszerűségnek örvendett mind az európai elitek, mind pedig a közvélemény körében, bár az elitek inkább támogatták a további integrációt mint a közvélemény. Abban az elit és a közvélemény is egyetért hogy az EU-tagság hasznos volt az országnak. Európában a válság után még mindig támogatják az integrációt, de a támogatás mérséklődött, különösen a közvéleményben. A magyar eset sajátosságát az adja, hogy a parlamenti eliten belül a támogatás jobban mérséklődött mint a közvélemény körében. Továbbá, míg a parlamenti és az adminisztratív elit ellenzi, a gazdasági és a média elit többsége inkább helyesli a föderális integráció irányába való elmozdulást. Results in English
The project called „Economic crisis and the changing EU-perception of the European elites” has been supported by OTKA between April 2014 and December 2017. We carried out surveys among MPs, business leaders, top editors of media outlets and top administrators, paralelly with a public opinion survey. The data of MPs are comparable with other European national Parliamentarian elites as well as with the results of previous surveys from 2007 and 2009. This way we can investigate the impact of the crisis on the attitudes of elites and the public. Before the crisis the European integration was supported both by the elite and the public, but elites were generally more supportive. Both elites and the public agree upon that EU-accession was useful for the country. After the crisis there is still support for the integration, but the intensity of the support declined, especially in the public opinion. The special feature of the Hungarian case is that the support declined more within the Parliamentary elite than within the public. Furthermore, while the majority of the MPs and administrative elites oppose, majority of business and media elites support the federalisation of the EU.
