Manapság a többszintű kormányzás (MLG) témakörében egy új kutatási terület jelentkezik, nevezetesen a „jó kormányzás” kérdése az Unióban, ami a jelen kutatási program fogalmi keretét alkotja. A jó, azaz eredményes és hatékony kormányzás nem a jogi szabályozás eszközrendszerével működik, hanem a partnerséget és a részvételt állítja a középpontba, s ezzel sikeresen összekapcsolja a „közösségi módszert” az egyre jobban terjedő „új kormányzási módszerekkel”. A kutatás újszerűsége, hogy egységes fogalmi keretben vizsgálja a többszintű kormányzás változatos formáit és azok szerepét a fejlesztéspolitikában. Ennek nagy jelentősége van az „Európai Tér” transznacionális és inter-regionális hálózatainak elemzésében, hiszen az Unióban előtérbe kerültek a funkcionális makro-régiók, mint új típusú területi egységek. A kutatás középpontjában elméletileg és empirikusan is az Európai Duna Stratégia áll, ami gazdasági és politikai szempontból egyaránt elsőrendű fontosságú Magyarország számára. Ez is egy funkcionális makro-régióról szól, ezért a kutatás szükségképpen kiterjed az Európai Területi Együttműködés és a gazdasági, szociális és területi kohézió aktuális kérdéseinek vizsgálatára is.

Nowadays a new research field has opened in the topic of the multilevel governance (MLG), namely the issue of “good governance” in the EU that gives the conceptual framework of the present research programme. The good, or effective and efficient governance does not work through the legal regulations, but it focuses on the partnership and participation, and in such a way it combines the “Community method” with the widely emerging “new modes of governance”. The novelty of this research is that it deals in a common conceptual framework with the large variety of forms in the multilevel governance and with their roles in development policy. It is of great importance in the analysis of the transnational and interregional networks of the “European Space”, since the functional macro-regions as new kinds of territorial units have come to the fore in the EU. The European Danube Strategy is in the centre of this research, both theoretically and empirically, and this Strategy is of big importance for Hungary. It is also about a functional macro-region and therefore the research necessarily embraces the timely questions of European Territorial Cooperation, and those of economic, social and territorial cooperation.

A kutatási program fő célkitűzése az volt, hogy feltárja az többszintű kormányzás különböző formáit, kiemelve azokat a fő társadalmi, gazdaági és környezeti kihívásokat, amelyeknek az EU új, makro-régiós stratégiái is meghatározó szerepet tulajdonítanak. Az új kormányzási módok reagálnak a differenciált integráció transznacionális szintű megjelenésére, valamint az identitások területi vonatkozásainak újrafogalmazására, ami egyben az identitás-építés lehetséges stratégiája is lehet. Fontos szerep jut az EU polgárok nemzeti és regionális kötődését erősítő a területi és társadalmi tőkék sajátosságainak, valamint az Európai Duna Stratégia fő elemeinek és ellentmondásainak, többek között az „integrált megközelítés” működésének, ami általánosságban a kohéziós politika, speciálisan pedig a makro-régiós stratégiák esetében erőteljesen megjeleníti a hatékonyság és a komplex kormányzás problémáinak természetét. A kutatócsoport tagjai számos jelentős konferencián vettek részt, ami jó alkalmat kínált mind az MLG új formáira és a területi együttműködésekre jellemző elméleti keretek és gyakorlati következtetések megvitatására, mind pedig a kutatás eredményeinek, valamint – a munkatervvel összhangban – az évente kiadott tanulmánykötetek bemutatására. A tudományos konferenciák és szakmai viták teljes mértékben igazolták a projekt alaptéziseit, egyúttal fontos impulzusokat adtak a többszintű kormányzás új formáinak vizsgálatára vállalkozó további kutatások számára.

The main aim of the research programme was to explore the various forms of multi-level governance (MLG) while placing emphasis on the main socio-economic and environmental challenges addressed by the new EU macro-regional strategies. It incorporated the new modes of differentiated integration at the transnational level, the re-territorialisation of identities as a potential identity building strategy. Similarly, the nature of territorial and social capital as regional and national attachment of EU citizens came also to the fore highlighting the key points and dilemmas of the EU Strategy for the Danube Region (EUSDR), among others the operation of the “integrated approach” that strongly emphasises the problems of efficiency and complex governance of cohesion policy in general, and of macro-regional strategies in particular. The members of the research team attended many important conferences which offered a good occasion to discuss the theoretical framework and practical implications of the emerging new forms of MLG and territorial cooperation as well as to disseminate the results of the research and introduce the volumes published each year in accordance with the work plan of the project. The lessons drawn from these events and debates completely justified the basic assumptions of the research programme, giving further impetus where research on new forms of MLG should go in the future.
