Stabilizálódtak-e a közép-kelet-európai demokráciák? Komparatív politikatudományi elemzés

A kutatás arra vállalkozik, hogy megvizsgálja, közel húsz évvel a rendszerváltás után milyen mértékben konszolidálódtak és stabilizálódtak a közép-európai demokráciák, illetve fennáll-e még a veszélye a destabilizációnak. Melyek a stabil demokrácia kritériumai és mennyire felelnek meg ezeknek az új demokráciák? Ezzel összefüggésben a következő szempontok szerint végezzük az elemzést.
1. A demokratikus átmenetekkel foglalkozó, ún. tranzitológiai szakirodalom feldolgozása, különös tekintettel az aktor-központú, illetve a neoinstitucionalista elméleti irányzatok megállapításaira.
2. Közép-európai országtanulmányok készítése: Lengyelország, Csehország, Szlovákia, Szlovénia és Magyarország közel húsz éves demokratikus berendezkedésének és működésének vizsgálata.
3. A komparatív vizsgálat keretében a fejlett nyugat-európai demokráciák stabilitás-kritériumainak feldolgozása a nemzetközi szakirodalom, illetve Németország és Ausztria demokratikus viszonyainak vizsgálatán keresztül.
4. A komparatív vizsgálat eredményeként annak összegzése, hogy léteznek-e a demokráciák stabilizálódásának közös, Nyugat-Európára és Közép-Európára egyaránt érvényes kritériumai, avagy az új demokráciák esetében ennek sajátos és eltérő feltételei vannak. Kísérlet történik egy új demokrácia-tipológai kifejtésére
Summary
Have the East-Central European Democracies Stabilised? A Comparative Political Science Analysis

The research embarks on studying to what extent the Central European democracies have been consolidated and stabilised almost twenty years after the change of the system, and on finding out whether the danger of destabilisation was still present. What are the criteria of a stable democracy and how far the new democracies meet them? In this context the analysis would be performed along the following items:
1. Processing the so-called literature of ‘transitology’, dealing with democratic transitions, with special regard to the actor-centred as well as neo-institutional theoretical approaches.
2. Preparing Central European country studies that would study the democratic setup as well as its functioning of Poland, the Czech Republic, Slovakia, Slovenia and Hungary looking back to almost twenty years of existence.
3. Processing the stability criteria of the developed West European democracies within the framework of a comparative study, based on international literature as well as the democratic conditions in Germany and Austria.
4. Summing up on the basis of the results of the comparative study whether there are common criteria of the stabilisation of democracies valid for West as well as Central Europe, or whether it has different and specific conditions for the new democracies. An attempt would be made also for the exposition of a new typology of democracy. Are the Central European democracies in the process of stabilisation? There will be a comparative analysis of Central and West European democracies.

A kutatás során a következő munkákat végeztük el: 1. Feldolgoztam a demokratikus átmenetekkel foglalkozó, ún. tranzitológiai szakirodalmat, különös tekintettel a hagyományos az aktor-orientált, illetve a neoinstitucionalista elméleti irányzatok megállapításaira. 2. A komparatív vizsgálat keretében feldolgoztam a fejlett nyugat-európai demokráciák politikatudományi stabilitás-kritériumait a nemzetközi (angol és német nyelvű) szakirodalom vizsgálatán keresztül. 3. Közép-európai országtanulmányok és résztanulmányok készültek el, melyek közül a következők jelentek meg: Szilágyi Imre: Konszolidált demokrácia jött-e létre Szlovéniában ? Politikatudományi Szemle, 2012/2. Fricz Tamás: Kormányzati rendszerek Közép- és Kelet-európában. Politikatudományi Szemle, 2012/4. During the research we carried out the following work: 1. I have processed the so-called transitology literature dealing with democratic transitions, with special regard to the findings of the traditional actor-oriented as well as the neo-institutionalist trends. 2. In the framework of comparative study I have processed the stability criteria of the developed West European democracies in political science through the study of the related international literature (in English and German). 3. Studies of Central European countries and parts of studies have been written, of which the following were published: Szilágyi Imre: Konszolidált demokrácia jött-e létre Szlovéniában? Politikatudományi Szemle, 2012/2. Fricz Tamás: Kormányzati rendszerek Közép- és Kelet-Európában. Politikatudományi Szemle, 2012/4. Fricz, Tamás: Government Systems in Central and Eastern Europe – Comparative Analyses. Central European Political Science Review. 2012/4. Fricz, Tamás: Transition from Communism-Socialism to Democracy in Central and Eastern Europe. Central European Political Science Review, 2013/2. 4. As a result of the comparative study my monograph summing up findings was completed on 280 pages which has attempted to give comprehensive answers to the basic issues of the research.
